If the Laws and Commandments of God were written on the hearts and minds of every believer, surely every believer would instinctively know what to do and how to conduct himself in every given situation. Every believer would be doing God`s will and the Lord our God would have no reason to search our hearts and minds to repay believers according to their works because they would be doing the works of righteousness.
God's laws and commandments are not yet written on our hearts
As it is our custom, we have taken part of a passage of Scripture to build a doctrine without considering the entire passage and its intended message to ascertain the reasons why the Lord our God inspired that passage. The Lord our God has not yet written His Laws and Commandments on the tablets of our hearts.
